FBR Digital Invoicing
FBR digital invoicing software, built into a full ERP
Electronic invoicing is mandatory for sales-tax-registered businesses in Pakistan under Rule 150Q, on the schedule set by S.R.O. 1852(I)/2025. FlowForg ERP files your sales invoices to FBR, puts the IRN QR code on the printed document, and shows you what has and has not been filed.
What the law actually requires
Rule 150Q of the Sales Tax Rules establishes the electronic invoicing framework. S.R.O. 1852(I)/2025, issued on 24 September 2025, supersedes the earlier 1 August 2025 notification and sets the integration schedule by tranche.
For the final tranche that meant registering by 10 December 2025, completing testing by 25 December, and issuing electronic invoices from 31 December 2025. Regional Tax Offices have sealed business premises for failure to integrate.
Tranches and dates differ by business. Confirm yours with FBR or your tax advisor — we build the software, we do not give tax advice.
What FlowForg actually does
Not a checkbox that says “FBR compliant”. This is the whole workflow, from connecting your credentials to answering an auditor.
Credential onboarding
Your FBR credentials are entered once and stored per workspace. Onboarding walks the connection through to a working state rather than leaving you to paste a token into a settings box and hope.
Sandbox scenario testing
FlowForg carries a catalogue of FBR sandbox scenarios and builds sample payloads for them, so the integration is proven against the sandbox before a single real invoice is filed.
Invoice mapping and filing
Your sales invoice is mapped to the FBR payload and filed. The same token decides sandbox or production, so nothing about the flow changes when you go live.
IRN QR code and compliant print marks
The invoice number returned by FBR is rendered as a QR code and printed with compliant marks — on sales invoices and on POS till receipts, because both are documents a customer walks away with.
Batch filing and stale-send detection
Pending invoices can be filed in batches on a schedule. Sends that stall are detected rather than silently lost, which is the failure mode that quietly builds a backlog of unfiled invoices.
Oversight console
One screen showing what has filed, what is pending and what needs attention — for the person who has to answer to an auditor, not just for the person raising invoices.

Why this sits inside the ERP
Most software ranking for “FBR digital invoicing” is a single-purpose tool. You keep running your business somewhere else, then re-enter or sync invoices into the compliance product. That is two systems telling two stories about the same sale.
In FlowForg the invoice filed to FBR is the invoice that moved your stock, posted to your ledger and settled against the customer’s account. The same integration marks POS receipts, so a retail till is compliant on the same terms as a sales invoice.
FlowForg also runs restaurants, pharmacies, transport, freight, manufacturing, retail POS, event halls and courier operations — so the compliance layer is attached to software that already knows your industry.
Common questions
- Is FBR digital invoicing mandatory for my business?
- If you are registered for sales tax, yes. Rule 150Q of the Sales Tax Rules establishes the framework, and S.R.O. 1852(I)/2025, issued 24 September 2025, sets the schedule — superseding the earlier 1 August 2025 notification. The final tranche was required to register by 10 December 2025, complete testing by 25 December, and issue electronic invoices from 31 December 2025. Regional Tax Offices have sealed business premises for failure to integrate. Confirm your own tranche and dates with FBR or your tax advisor; this page is not tax advice.
- Is this a separate invoicing tool or part of the ERP?
- It is part of FlowForg ERP. Most products ranking for this keyword are single-purpose invoice tools that sit beside whatever you already use to run the business. In FlowForg the invoice being filed is the same invoice that moved your stock, posted to your ledger and settled against the customer's account. There is no second system to reconcile.
- Can I test before filing real invoices?
- Yes, and we would push you to. FlowForg carries a catalogue of FBR sandbox scenarios and builds sample payloads for them, so you can prove the integration end to end against the sandbox first. The same credentials flow decides sandbox or production, so going live is a switch rather than a re-implementation.
- Does the QR code appear on POS receipts as well as invoices?
- Yes. FBR print marks and the IRN QR are applied to POS receipts and printed sales invoices alike. A till receipt is a document the customer keeps, so it has to carry the same compliance marks as an invoice.
- What happens if a filing fails or stalls?
- Failures surface as outcome states rather than disappearing. Sends that stall past a configurable threshold are flagged as stale so they can be retried, and the oversight console shows what is pending across the workspace. The failure mode this is built to prevent is an invoice that was never filed and that nobody noticed.
- What does it cost?
- We have not published a price for FBR digital invoicing yet. Rather than put a placeholder number here, we would rather talk about what you actually need — how many invoices, how many locations, whether you need the wider ERP or only the invoicing. Get in touch and we will quote properly.
- Who builds and supports this?
- ZsTechLabs, an engineering team based in Faisalabad, Pakistan. FlowForg ERP is our own product, not a reseller arrangement, so the people who wrote the FBR integration are the people who support it.
See it running on real invoices
A demo is the honest way to evaluate this — you will see the sandbox run, the QR on the printed invoice and the oversight console, on your own invoice shapes. Tell us your industry and how you invoice today.
